PAD 708. Labor Relations in the Public Sector

Identifies issues and problems in public sector labor relations. Examines the history of public employee associations in the context of the evolution of general public personnel policy. Studies collective bargaining from contract formulation to the resolution of shop floor grievances. Explores contemporary developments in the union-management relationship including co-determinism, union-management committees, gain-sharing, give-backs and other responses to productivity innovation and fiscal stringency.
Prerequisite: Public Administration 700 or Public Administration 702 or permission of the Program Director.
30 hours plus conferences, 3 credits
